What fails on the hole
Foam, window screen, and a one-way door left on the fascia do not finish the job. The opening has to be built shut, with the right mesh and the right wire.

What fails
Chicken wire
It will not stop a raccoon. Ordinary window screen will not either. Light wire that stops a bat will not stop a raccoon.
A screen in the flue
We do not stuff a screen down a chimney and call it a cap. We do not put mesh inside a dryer duct.
What the finished close is
